Our founder, Frank, has been testing medical devices since 1980. Since 1996 Frank has been on IEC committees drafting IEC 60601 standards, including the new 3rd edition of IEC 60601-1, its Amendment 1, the home care medical device collateral standard, IEC 60601-1-11, the light ion (e.g. proton) therapy equipment particular, and the medical robotic technology technical reference and surgical particular. Prior to forming OBCM in 2004, Frank was a Manager and Senior Staff Engineer at Underwriters Laboratories, where he evaluated literally 1000's of medical devices.  Frank is a Professional Engineer in New York State. Frank has an MS degree from Stony Brook University in Technology Management, including MBA courses macro economics and financial accounting, and a BS degree from Clarkson University in Electrical and Computer Engineering.  More about Frank.
Jim Conrad
Principal Engineer, EMC
Since 2004, Jim has worked with OBCM customers, allowing our product safety staff to integrate EMC compliance into product designs. He is a member of IEC SC62A/WG 13, responsible for drafting the Electromagnetic Compatibility for Medical Electrical Equipment, IEC 60601-1-2, and related technical reference for EM performance. Since 2000, Jim has had his own consulting business, Conrad EMC Consulting. Prior Jim worked for Philips, Aligent, and HP in Andover (24 yrs), and Bell Labs (3 yrs). He holds a Masters in Engineering from Cornell University.

Debra Carlson
Vice President, Operations
 Deb is our day to day business manager responsible for overseeing our operations, and the staff management associated with customer fulfillment.  Prior to joining OBCM in June 2012, Deb worked 3 years as Director of HR Outsourcing for TBR Associates and 10 years as the HR/Office manager for Curtis-Straus a Bureau Veritas Co.  Deb holds an Associate’s Degree in Business from Dean College.

William Bollas
Senior Project Engineer
Bill helps our medical device manufacturing customers with their testing, report writing, and general compliance management tasks.  Before joining OBCM in May 2014, Bill was a Lead Engineering Associate at UL for 32 years.  He worked in various product categories including IT, medical, laboratory, commercial audio, and fire and security signaling equipment. While at UL, Bill worked in a number of facilities, including Long Island NY (23 yrs), Munich Germany (6 yrs), and Toronto Canada (3 yrs).  Bill is an iNARTE certified product safety engineer, and holds an AS in electrical engineering from Alfred State College.
